The following requirements are for the individuals who apply to work for the public service in the prosecution authorities and the public administrative service positions.

1. By the Article 48 of the Law of the Republic of Kazakhstan on “Public Prosecution” the following main requirements are assigned for the individuals who apply to work for the public service in the prosecution authorities: 

A public prosecutor is a designated person who supervise, within the limits of his authorities, the accurate and consistent law enforcement, presidential decree of the Republic of Kazakhstan, other regulations, the legality of operational investigations, inquiries, examinations, executive and enforcement proceedings, state interest intermediation at court, and criminal prosecution due to the procedure and within the pale of the law.  Provided that a preliminary inquiry from the Republic civil servants data centre, and having the required special inspection let the citizens to be admitted for the public service in the prosecution authorities. 

The individuals of previously convicted and released from a criminal responsibility due to the non exculpatory reasons, and also the dismissed from the public service, prosecution authorities, other law enforcement bodies, courts and judicial authorities owing to some negative matters, can not be admitted to work in the prosecution authorities.  

The citizens of the Republic of Kazakhstan who are with good health condition suitable to work for the public service and, as a rule, with the high education can be employed in the prosecution authorities. The probation period can be established when they are appointed.

The public prosecutors can be the citizens who have high legal education, possess managerial capacities and moralities, and are in good health condition suitable to work for the public service in the prosecution authorities.

Besides that an individual, who has indicated his willingness to work for the public service in the prosecution authorities, must proceed the following procedures: 
according to “The rules for recruitment to the reserve staff and employment to the prosecution authorities of the Republic of Kazakhstan” by the order No 479ца, dated 30/06/2004 of the Prosecutor General of the Republic of Kazakhstan.

It is required to pass a computer-based testing, an interview, a special inspection of the National Security Committee authorities and military physician board in accordance with the requirements of the Rules for a candidate.
For this purpose a citizen shall submit an application to the human resources department of an appropriate regional or equivalent to it a public prosecution office. Later the human resources department will explain about holding the necessary list of documents, procedures and probation periods.
Having successfully been passed the indicated procedures, a citizen is accepted in order of precedence to the reserve of the prosecution authorities.
If a candidate has not passed the special inspection or is recognised as not suitable to work for the public service in the prosecution authorities due to his health condition by the given conclusion of the military physician board then the documents collection will be terminated and the personnel department gives to him a letter of reply including the reasons on a decision (refusal on acceptance him to the reserve).

It is admissible to apply again to the human resources department of an appropriate regional or equivalent to it a public prosecution office in order to receive an appointment card to the proper military physician board for a repeated medical check if the candidate, who has been recognised as not suitable to work for the public service in the prosecution authorities due to his health condition (illness, injury, underweight), is able to overcome the given arguments.

2. An administrative civil servant position is occupied according to the standard procedure established by the Law of the Republic of Kazakhstan on “Civil Service”.  

Moreover, the procedure for filling a vacancy is conducted in accordance with the “Rules to conduct the competition for an administrative civil servant position” adopted by No A-202, 24/11/1999, the Order of the Chairman of the Agency for Civil Service Affairs.

All the information about administrative civil servants vacancies, the qualifications and functional responsibilities of a proper position are published on the website of the Agency and in some official publications.
