Astana, July 17, 2018. At the General Prosecutor’s Office of the Republic of Kazakhstan there was a meeting with the President of the International Association of Prosecutors Gerhard Jarosz.
The main purpose of the visit was familiarization with the reforms of the country in the sphere of criminal justice.
The foreign colleagues were interested in the Kazakhstan experience in the matters of humanization of criminal policy, which made it possible to improve the country's position in the world prison rating from the 3rd to the 82nd level.
As a result, for the last 27 years the country prison population has decreased by 66 thousand (from 100 thousand to 34 thousand). It is closed 8 colonies. The annual budget saving is 12 billion tenge.
At the same time, the reduction of the prison population did not lead to a worsening of the crime situation and every year crime, including recidivism, declines by 7-10%.
Having discussed the implementation of the project on the digitization of the criminal process, they noted that since the beginning of the year over 4 thousand criminal cases have been investigated in electronic format.
In a similar format, more than 1,800 cases were sent to the court, of which 1,300 cases have already been considered with a ruling.
Foreign guests shared the Kazakhstan prosecutors’ opinion that the implementation of the new format of the investigation would favorably enhance the guarantees of the citizens’ rights in the criminal process, minimize the falsification of evidence and various violations of the rule of law.
At the end of the meeting Gerhard Yarosh thanked the Kazakhstan side for the warm welcome and constructive exchange of experience, and also expressed hope for further cooperation.
