July 21, 2017, Astana. At the General Prosecutor’s Office they summed up the outcome for the first half of 2017 and the strategic tasks set by the President of the country in the "100 concrete steps" and the annual Message to the people of Kazakhstan.
Zh. Asanov noted that for the first time in 22 years the article about the prosecutor's office in the Constitution changed, and a new law was adopted. All this is aimed at strengthening the work to protect the rights and freedoms of citizens, the interests of society, business and the state.
The tasks for the forthcoming period are defined:
1. To increase the attention of prosecutors to the criminal process for the qualitative realization of the constitutional obligation to carry out criminal prosecution on behalf of the state, including through the strengthening of the role of procedural prosecutors.
2. Continue the implementation of information systems e-criminal case, e-administrative case, AIS Zaydylyk. This will improve the quality of proceedings in cases, reduce unnecessary workflow, eliminate manipulation of case materials, shorten the time frame at all stages, and eliminate procedural errors both at the stage of business management and at the stage of administration of justice.
3. Implement new approaches in dealing with citizens' appeals, including the opening of Law Enforcement Centers in the regions. A service approach in working with citizens will be provided by presenting a wide range of free legal services by specialists (prosecutors, notaries, lawyers, mediators, psychologists, probation services, akimat staff) at special prosecution sites. This follows from the 100th step of Plan of Nation regarding the integration of legal services in one place.
On the same day, the General Prosecutor’s Office presented the Center for Law Enforcement Services (hereinafter - the Center).
The center was located in the building of the General Prosecutor’s Office on an area of about 1 thousand square meters and is a comfortable room equipped with modern engineering equipment, electronic queue system, self-service "Connection Point", waiting room and other necessary infrastructure.
In this Center, the reception of citizens on legal issues will be carried out by experienced prosecutors. To effectively organize the consideration of applications, subjects of legal services (lawyers, mediators, notaries, probation service, etc.) are involved.
The main task of the Center is to promptly resolve complaints, increase the level of citizens' trust in law enforcement and state bodies, eliminate administrative barriers and bureaucracy.
